Richard Carson
Rich is a Senior Associate with Citygate Associates and manager of their Pacific Northwest office covering Washington, Oregon and Idaho. Citygate provides consulting services to local and state government in the areas of general government management, community development, fire protection and emergency medical services, strategic planning, organizational development, animal control, and character training and consultation.

Rich was previously the Director of Clark County's Community Development Department in Vancouver, Washington which has 160 employees, $15 million annual budget and reviews $588 million in new construction annually. He was the director of METRO (the Portland area's regional government with jurisdiction over 1.3 million people) and acting city manager/director of Community Development for Oregon City. He was also a member of the Mayor's Growth Management Committee for the city of Portland, Oregon.



Rich is the former President of the Southwest Section of the American Planning Association's Washington Chapter. A former state board member of Oregon and Washington's state APA chapters, and Oregon Planners' Journal editor for four years. Rich was Vice-Chair with the Urban Land Institute's Oregon/SW Washington District Council. Rich currently maintains APA's Planning Publication's Directory website. Rich was Urban Studies editor for LookSmart and DMOZ, and is currently an editor with Wikipedia. Rich is also webmaster for About Planning. See Planetizen website and essay awards.

Rich is pursuing a doctorate degree [Ph.D.] at Washington State University (Vancouver).
